Vignan Degree College has its origin with an idea of producing the best administrators for Indian Government Services; hence it was started with Arts courses to give full preparation to IAS Studies. Unfortunately the swing was turned towards computers and the whole student community sought admission in CSE or IT in engineering colleges.

The institution was started in 1981 in memory of Dr. Kotha Raghu Ramaiah, former Union Minister, Govt. of India located at Duggirala village, Duggirala Mandal, Guntur Districtr, Andhra Prades. It has been an aided institution since 1990.
