OpenGuide-Five Year Plans took its birth after 1947.First five year plan was initiated by Joseph Stalin in the Soviet Union.Since 1947 Five Year plans have been designed for each purpose.Since it has a major role to play with the economic development of the country.The topic is a must for the aspirants of UPSC IAS exam,SSC,RRB and Combine defence Exam.Given below aree the brief points regarding the five year plans of India.

First Five Year plan(1951-56)

1)First plan was based on Herold-Domar Model

2)The objective of the first five year plan was to rehabiltate refugees and help farmers in rapid agricultural development.

3)Plan achieved the growth rate of 3.6% which was more than its aim

4)Increase of 18%in national income and 11%in percapita income.

5)Introduction of First Five year plan prepared by Dr K N Raj.

6)National Development Council implemented during First Plan

7)A number of river valley and multipurpose projects were undertaken like Bhakra Nangal,Damodar Valley,Hirakud Valley Projectsetc

Second Five Year Plan(1956-61)

1)This plan was based on P C Mahalanobis Model Development

2)Second priority:Transport &Communiction

3)Plan achieved 4.1% rate of growth

4)Three important Steel Plantsof 10lakh tonnes capacity established during this period

5)Green revolution started during this plan.

Third Five Year Plan(1961-66)

1)This plan is also called Gadgil Yojana

2)Emphasized Agricultural production and Industry in order to secure Self sufficiency in food grains and to meet the requirements of exporting industry.This plan could not achieve its aim of 5.6% growth rate.

3)The main reason of plan holiday

*The miserable failure of the third plan forced the government to declare Plan Holiday

4)Three annual plans were drawn in this intervening period.

5)The main reason of plan holiday was Indo Pak war,Lack of resources,devaluation of Currency and increase in price level.

Fourth Five Year Plan(1969-1974)

1)To achieve growth with stability

2)To raise standard of living

3)To raise investment

4)Increasing of agricultural production

5)To promote social justice and equality

6)Nationalisation of Banks(1969) and India's first nuclear explosion(1972) were the major steps during this period.

7)It achieved only 3.3% annual rate of growth as against its aim of 5.7%

Fifth Five Year Plan:-

1)This plan is associated with Indira Gandhis slogan of Garibi Hatao.

2)Growth rate target was fixed at 5.5%(later amended to 4.4%)

3)Indira Gandhi launched the 20 point programme during this plan.

4)The plan was terminated by the Janatha Government in the year 1978.

Rolling Plan(1978-1980)

1)Continuation of the terminated Fifth Plan

2)The concept was introduced by Gunnar Myrdal in his famous work,Asian Drama

3)It was implemented by Janata Party Govt

Sixth Five Year Plan(1980-1985)

1)The Janata Government originally introduced this plan for the period 1978-1983

2)During this period the Indian economy made all round progress and most of the targets fixed by the Planning Commission were realised.

3)During last year of the plan(1984-85)manu parts of the country faced severe drought conditions

4)The target growth rate:5.2% and it achieved 5.7%of annual rate of growth.

5)Integrated Rural Development Programme (IRDP),Minimum needs Programme(MNP) were started this plan period.

Seventh Five Year plan(1985-1990)

1)There was increase in percapita income at the rate of 3.6% per annum.

2)Private sector was given priority during the plan.

3)Employment generating programmes like Jawahar Rozgar Yojana were started dusring thisplan

Annual Plan:-

1)The eighth Five Year plan(1990-95) could not take off due to the fast cahnging political situation at the centre.

2)The new government (June 1991) decided that the eighth Five Year plan would commence on 1st April,1992.

3)1990-91 and 1991-92 should be traeted as seperate Annual plans.

Eighth Five Year Plan(1992-1997)

1)In this paln top priority was given to'Development of Human Resources'ie Employment,Education and Public Health.

2)In addition to this,the important aim made in this plan was to strengthen the basic infrastructure by the end of the decade.

3)This plan was achieved 6.5% annual growth which was more than its target of 5.6%.

4)Paradhan mantri Rozgar Yojana(PMRY)was started in 1993.

Ninth Five Year Plan(1997-2002)

1)Launched:50th Year of Indias Independence

2)Priority given to agriculture and rural development

3)Plan failed to achieve the GDP growth target of 7%

4)Main reason for failure of ninth plan:Recession in International Economy.

Tenth Five Year plan (2002-12)

1)Growth with human development is the main objective of tenth Plan

2)Set out achieve 7.9% growth rate.

3)The performance of the agricultural sector was not very encouraging

4)On the whole,the tenth five year plan did not meet the objective of promoting growth with social justice.

The eleventh Plan(2007-2012)

1)India's average annual growth rate was 8% compared to the targeted 9%.

2)Farm sector grew at an average rate of 3.7% as against the targeted 4%

3)The average annual growth rate of the industry was 7.2% against the targeted 10-11%.

12th Five Year Plan(2012-2017)

1)It had envisaged 9% annual average economic growth rate which was later fixed at 8% by the National Development Council

2)Areas of main thrust:infrastructure,health and education

3)The 12th plan seeks to achieve 4% agriculture sector growth rate.

4)The 12th plan plans to bring down the poverty ratio by 10%.
